Reforming the MACC: Current issues, obstacles to progress, and way forward

In 2015, the Malaysian Bar, in collaboration with C4 Center, The Institute for Democracy and Economic Affairs, the Citizens’ Network for a Better Malaysia, and Transparency International Malaysia submitted a joint memorandum to the government setting out proposals to reform the Malaysian Anti-Corruption Commission aimed at ensuring a holistic treatment of anti-corruption measures through a viable constitutional and legislative framework.

The 2015 memorandum emphasised that reforming the MACC structure must come simultaneously with the separation of the offices of the attorney general and public prosecutor.

The objectives of this roundtable were to:

  • Provide a platform for government representatives and civil society organisations to exchange insights on reforming the MACC and the separation of the [functions of the] attorney general and public prosecutor
  • Examine the challenges in implementing the proposals found in the 2015 memorandum
  • Renew the dialogue on reforming the MACC in our present context
  • Identify the steps needed to realise the aims of reforming the MACC and separating the offices of the attorney general and public prosecutor

Participants of the roundtable discussion included members of Parliament, representatives from government agencies, civil society organisations, NGOs and individuals.
