Corruption is an international culture and may be perceived to be acceptable to majority Another common suspected perception may be that there may be double standards worldwide i.e. one for those in positions of power or rich and those with connections and another for ordinary people. This may be evidenced by the number of elites or rich being on DNAA or investigations taking long periods for closure or the extension postponements being granted for perceived minor frivolous reasons or penalties perceived or suspected to be not commensurate with the seriousness of the alleged crime. Not referring to any individual or any country. Annual or periodical Reports by international organisations. Bless all
