Why do government agencies need to hire external parties to conduct surveys?

An Observer provides an example of the Malaysian way of having multiple agencies dealing with the same objective and increasing the non-development portion of our annual national budget.

I received the following email on 1 December and was quite flabbergasted about the need to hire outsiders to conduct a survey.

I believe such exercises can be conducted using internal resources and there is no need to waste money paying for external services.

An excerpt from the email:

Greetings from the Expatriates Services Division (ESD) and the Malaysia Expatriate Talent Service Centre (MYXpats Centre)!

As part of efforts to improve our service delivery, we are conducting an Expatriate Climate and Satisfaction (ECS) survey to gather feedback on your company’s experience with the immigration services offered by both ESD and MYXpats Centre. Market research and analysis consulting firm XXXXX Sdn Bhd has been appointed to support the administration of this survey,

In addition to collecting expatriate-related data from your company’s Malaysia-based operations, your feedback will encompass the four stages of the expatriate application process:

a) Company registration via ESD;

b) Company activation;

c) Expatriate applications via MYXpats Centre; and

d) Passport endorsement & collection in the MYXpats Centre.

The survey is titled:
