Tuntutan satu pertiga kerusi parlimen Sabah Sarawak: Bersih usul dialog dan debat (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih) menggesa supaya sebuah dialog nasional dan debat terbuka diadakan bagi isu tuntutan satu pertiga kerusi parlimen untuk Sarawak dan Sabah.

Gesaan ini susuli jelajah “Road to Reform (R2R)” yang diadakan oleh Bersih di Sarawak yang menyantuni hampir 150 peserta daripada lebih 20 pertubuhan masyarakat sivil dan parti politik Sarawak.

Di dalam jelajah R2R Sarawak di Kuching, tiga program – iaitu bengkel pemerkasaan anak muda, bengkel persempadanan semula, dan forum awam bertajuk “Veto power for East Malaysia: Dewan Rakyat or Dewan Negara” yang menampilkan Idris Buang, Timbalan Speaker Dewan Undangan Sarawak; Robert Lau, ahli Dewan Negara; Ann Teo, pengasas Persatuan Pemangkin Daya Masyarakat (Rose); Faisal Abdul Aziz, pengerusi Bersih dan Jordan Soo, pegawai khas kepada Chong Chieng Jen (pengerusi DAP Sarawak) – telah diadakan.

Bersih turut bertemu Timbalan Menteri di Jabatan Premier Sarawak Sharifah Hasidah untuk menyerahkan memorandum kepada kerajaan Sarawak berkaitan isu tuntutan satu pertiga Parlimen dan isu pilihan raya.

Antara cadangan yang dibincangkan adalah memudahkan pengundian kepada pengundi Sarawak yang bekerja dan belajar di semenanjung dengan cara memberikan hak undi awal atau undi pos kepada mereka.

Cadangan kedua adalah untuk memperbetulkan pembahagian yang tidak sekata (malapportionment) bagi kawasan-kawasan pilihan raya kerana Sarawak adalah negeri kedua yang mempunyai kadar malapportionment terburuk di Malaysia selepas Selangor.

Mengambil kira respons yang amat aktif dan memberangsangkan tentang isu-isu ini, Bersih menyeru supaya sebuah dialog nasional yang melibatkan semua pemegang taruh diadakan untuk berbincang peruntukan di dalam Perjanjian Malaysia 1963 (MA63), khususnya tentang peratusan kerusi untuk Sabah dan Sarawak bagi menjamin hak atau kuasa veto kepada pindaan-pindaan perlembagaan yang boleh menghakis hak Sabah dan Sarawak.

Bagi memulakan dialog tersebut, Bersih mengusulkan agar satu debat terbuka diadakan antara dua intelektual terkemuka yang mewakili dua sudut pandang yang berbeza, iaitu Prof Wong Chin Huat dan Prof James Chin.

Kedua-duanya mempunyai pandangan yang berseberangan tetapi berkongsi matlamat yang sama untuk mengangkat hak Sabah dan Sarawak seperti yang disemangati di dalam MA63.

Maka debat terbuka boleh diadakan di tempat dan hos yang neutral bagi membincangkan isu tuntutan satu pertiga kerusi di Parlimen bagi wilayah Sabah dan Sarawak untuk mendapatkan kuasa veto.

Dialog dan perbahasan ini perlu dilakukan secara jujur, telus, terbuka dan tidak berpaksikan sentimen yang berlebihan serta melabelkan pihak yang berbeza pendapat sebagai anti atau pro kepada wilayah tertentu di Malaysia kerana ini adalah isu nasional yang melibatkan kepentingan federalisme Malaysia, nilai dan nisbah pengundi, dan semua warganegara.

Dialog ini harus diadakan secara berterusan dengan melibatkan semua pihak yang berkepentingan, pakar-pakar perlembagaan, pakar undang-undang antarabangsa, ahli politik, pertubuhan masyarakat sivil dan rakyat secara umum.

Bersih bersedia untuk menjadi penggerak kepada dialog nasional ini.

Demand for one third of parliamentary seats for Sabah and Sarawak: Bersih proposes national dialogue and open debate

The Coalition for Clean and Fair Elections (Bersih) calls for a national dialogue and an open debate on the issue of the demand for one-third parliamentary seats for Sarawak and Sabah.

This call follows the “Road to Reform (R2R)” roadshow organised by Bersih in Sarawak, which drew nearly 150 participants from over 20 civil society organisations and political parties in the state.

The roadshow featured three key events that delved into subsequent issues: a youth empowerment workshop, an electoral constituency re-delineation workshop, and a public forum titled “Veto power for East Malaysia: Dewan Rakyat or Dewan Negara”.

Given the active interest and encouraging responses on these issues, Bersih calls for a national dialogue involving all stakeholders to discuss provisions in the Malaysia Agreement 1963 (MA63), particularly the percentage of parliamentary seats for Sabah and Sarawak and obtaining veto powers for constitutional amendments that could erode the rights of Sabah and Sarawak.

To initiate this dialogue, Bersih proposes an open debate between two prominent intellectuals representing different perspectives, namely Prof Wong Chin Huat and Prof James Chin.

Both hold contrasting views but ultimately share a similar goal of upholding the rights of Sabah and Sarawak, as envisioned in MA63.

In the interest of transparency, integrity and democratic values, we propose an open and honest debate – wary of sentiment, naming, shaming or blaming – rto discuss the issue of the demand for one-third of parliamentary seats for the regions of Sabah and Sarawak to obtain veto power, as a national issue involving the interests of Malaysian federalism, the value and equality of the vote, and all citizens.

The dialogue should lead to an ongoing conversation, bringing together multiple stakeholders, constitutional experts, international law experts, politicians, civil society organisations and the public.

Bersih is ready to act as the driving force behind this national dialogue.

On the Sarawak “Road to Reform roadshow, Bersih had also met the Deputy Minister in the Sarawak Premier’s Department, Sharifah Hasidah, to submit a memorandum to the Sarawak government on the demand for one-third of parliamentary seats and election-related issues.

Among the proposals discussed was facilitating voting for Sarawakians working and studying in the peninsula by granting them the right to either early voting or postal voting.

The second proposal was to address the unequal electoral constituency distribution (malapportionment), as Sarawak is the state with the second highest malapportionment in Malaysia after Selangor.

Meanwhile, the “Veto power for East Malaysia: Dewan Rakyat or Dewan Negara” forum featured Idris Buang, Deputy Speaker of the Sarawak State Legislative Assembly; Robert Lau, a member of the Senate; Ann Teo, co-founder of Rise of Social Efforts (Rose); Faisal Aziz, chairperson of Bersih; and Jordan Soo, special assistant to Chong Chieng Jen (Sarawak DAP chairperson).
