Tahun memperkasakan demokrasi berbilang parti

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengharapkan rakyat, Parlimen, dewan undangan negeri serta kerajaan persekutuan dan kerajaan negeri untuk mendedikasikan tahun 2019 bagi menguatkan demokrasi berbilang parti, yang tanpanya tidak akan ada kestabilan politik, keadilan, kebertanggungjawaban, ketelusan dalam pentadbiran dan perkembangan ekonomi yang inklusif.

Bersih 2.0 memperingatkan rakyat Malaysia untuk tidak menganggap kekalahan Umno-BN sebagai pemerintah tunggal sebelum ini akan secara automatiknya demokrasi akan hadir.

Sekiranya kita gagal untuk mempadukan demokrasi, proses demokrasi akan memberi laluan kepada politik huru-hara, kemunculan golongan populis bahkan kebangkitan semula dominasi satu parti.

Bersih 2.0 memperingatkan keluarnya 17 ahli Parlimen Umno dan 18 Adun Umno dari Sabah, tiga dari Johor, dua dari Perak dan seorang dari Perlis dalam tujuh bulan selepas kekalahan pilihan raya adalah loceng amaran bahawa pertandingan berbilang parti sedang dilemahkan oleh nafsu kepada kekuasaan.

Bersih 2.0 memuji sikap presiden PKR Anwar Ibrahim dan sesetengah daripada pemimpin Umno serta MCA yang menentang budaya ini walaupun pendirian mereka sebelum ini mungkin berbeza.

Untuk menguatkan demokrasi berbilang parti, Bersih 2.0 menggesa perlaksanaan tiga reformasi ini:

  • Membentuk jawatankuasa pilihan parlimen untuk pilihan raya dan parti politik bagi mendapat konsensus antara parti-parti, melibatkan konsultasi orang ramai dan membantu pindaan perlembagaan untuk reformasi yang dirasakan perlu oleh SPR dan Jawatankuasa Pembaharuan Sistem Pilihan Raya.
  • Reformasi pembiayaan politik untuk memberikan dana awam kepada parti-parti dan wakil yang dipilih berdasarkan kriteria yang adil dan saksama, dan untuk menghentikan rasuah, politik wang, politik naungan dan salahguna jentera kerajaan untuk kegunaan partisan dan pilihan raya.
  • Pemisahan pendakwaan awam daripada peguam negara bagi menghentikan pendakwaan terpilih, supaya ahli politik yang melakukan kesalahan tidak dapat mengelak daripada dikenakan hukuman dengan menyertai parti kerajaan.

Bersih 2.0 menolak propaganda bahawa reformasi memerlukan pindaan perlembagaan, sebagai contoh pemisahan kuasa pendakwaan awam daripada peguam negara tidak boleh dilakukan tanpa kerajaan memiliki majoriti dua pertiga. Sekiranya reformasi memberikan kelebihan kepada pertandingan berbilang parti, mengapa harus pembangkang menolaknya?

Bersih 2.0 menggesa Perdana Menteri Dr Mahathir Mohamad dan Anwar Ibrahim sebagai pengerusi Kaukus Parlimen bagi Pentadbiran dan Reformasi untuk meyakinkan semua parti pada tahun 2019 membincangkan masa depan pertandingan berbilang parti.

Bersih 2.0 akan mengadakan perjumpaan dengan dua pemimpin ini sebagai sebahagian daripada usaha kami untuk memperkasakan demokrasi.

Year to strengthen multi-party democracy

The Coalition for Free and Fair Elections (Bersih 2.0) urges the people, Parliament, the state legislatures and the federal and state governments of Malaysia to dedicate the year 2019 to affirming multiparty democracy, without which there may not be political stability, impartiality, accountability, and transparency in governance and inclusive economic growth.

Bersih 2.0 cautions Malaysians not to assume that the end of Umno-BN’s single-party rule will automatically usher in democracy. If we fail to consolidate democracy, it may also pave the way for political chaos, the rise of populist strongmen and even the re-emergence of one-party dominance.

Bersih 2.0 warns that the exodus of 17 Umno parliamentarians and 18 state assembly members within seven months after the party’s electoral defeat is a sign that multi-party competition is being undermined by a desire for power and patronage.

Bersih 2.0 commends PKR president Anwar Ibrahim, some Pakatan Harapan lawmakers, as well as some Umno and MCA leaders for voicing their opposition to crossovers.

To affirm multiparty democracy, Bersih 2.0 calls for the prompt execution of these three reforms:

  • Setting up of a parliamentary select committee on elections and political parties to forge cross-party consensus, engage the public in consultation and facilitate the constitutional and legal amendments necessary for any proposed reforms from the Electoral Commission and the Electoral Reform Committee.
  • Reform in political financing both to provide public funding to all parties and elected representatives based on the same and impartial criteria and to stop corruption, ‘money politics’, patronage and abuse of government (including statutory bodies and government-linked companies) resources for partisan and electoral purposes.
  • Separation of public prosecution from the Attorney General’s Chambers to end selective prosecution and selective impunity (in the case of politicians who have committed wrongdoing harbouring hope of escaping judicial punishment by joining the government).

Bersih 2.0 categorically refutes the propaganda that reforms require constitutional amendments (eg in the case of the separation of public prosecution from the Attorney General’s Chambers) and these cannot be done without the government having a two-thirds majority. If such reforms affirm multi-party competition, why should the opposition object to them?

Bersih 2.0 calls upon Prime Minister Dr Mahathir Mohamad and Anwar Ibrahim as the chair of the Parliamentary Caucus on Governance and Reform to convene all parties in 2019 to discuss the future of multi-party competition. To this end, Bersih 2.0 will seek meetings with the two leaders as part of our efforts to strengthen multi-party democracy.

Bersih 2.0 wishes all Malaysians a very happy new year, and may 2019 be a year where the shared aspirations – that Malaysia will be a harmonious, inclusive and prosperous nation – will be consolidated through the emergence of a strong multi-party democracy.
