Mageran 2.0 tidak diperlukan, buka dan perkasakan Parlimen (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) merujuk kepada kenyataan Dr Mahathir Mohamad, pengerusi penaja parti Pejuang yang mencadangkan kepada Yang di-Pertuan Agong agar menubuhkan Majlis Gerakan Negara (Mageran) bagi melawan pandemik Covid.

Kami ingin menyatakan bahawa cadangan Mageran 2.0 ini adalah cadangan yang akan melumpuhkan peranan Parlimen sebagai tempat pembuatan dasar negara. Dengan proklamasi darurat, peranan cabang ketiga kerajaan ini telah dilumpuhkan apabila Parlimen dan jawatankuasa khas Parlimen tidak dibenarkan bersidang dalam tempoh ini.

Platform paling sesuai bagi membincangkan jalan untuk Malaysia keluar daripada wabak Covid dan kesannya kepada sosioekonomi rakyat adalah dengan membenarkan semula Parlimen bersidang dan berjalan.

Dalam tempoh darurat kini, segala kuasa berpusat kepada eksekutif dan segala tindakan serta arahan daripada mereka tidak dapat disemak dan imbang secara berkesan kerana tidak ada keperluan untuk eksekutif menjawab persoalan-persoalan yang dibangkitkan oleh wakil-wakil rakyat.

Sebelum ini Bersih 2.0 telah mengeluarkan kenyataan bahawa Parlimen perlu dibuka segera bagi mengembalikan semula peranannya sebagai mekanisme pengawasan tindakan-tindakan eksekutif dalam menangani Covid ini. Darurat yang diumumkan tidak menatijahkan hasil untuk menurunkan angka Covid harian sehingga kerajaan terpaksa mengumumkan perintah kawalan pergerakan 3.0 yang memberi kesan negatif kepada ekonomi negara dan rakyat.

Untuk mengulangi tindakan yang sama dengan menubuhkan Mageran 2.0 adalah tindakan yang kebelakang kerana sekali lagi kuasa akan berpusat kepada pihak tertentu tanpa semak dan imbang serta tidak melibatkan peranan semua pihak.

Mageran 2.0 tidak diperlukan kerana apa yang utama sekarang adalah untuk menamatkan darurat segera supaya kerajaan dan pembangkang dapat memainkan peranan yang sewajarnya. Segala program kerajaan seperti program immunisasi Covid kebangsaan dan jawatankuasa yang terlibat seperti jawatankuasa khas jaminan akses bekalan vaksin Covid dapat diawasi serta ditambahbaik oleh idea dan pandangan hasil perbahasan di Parlimen dan dalam jawatankuasa pilihan khas parlimen.

Bersih 2.0 menggesa kerajaan persekutuan untuk segera memulakan merundingkan perjanjian keyakinan dan pembekalan (confidence and suppy agreement) bersama pembangkang dengan objektif melawan pandemik ini secara bersama bagi menstabilkan politik negara dengan melakukan reformasi dan konsesi yang berkaitan. Sekiranya kerajaan negeri Perak di bawah Menteri Besar Saarani Mohamad dapat mencapai kerjasama dengan ketua pembangkang di Perak di bawah pimpinan  Aziz Bari, apakah yang menghalang Perdana Menteri Mahiaddin Yasin untuk berbincang bersama Ketua Pembangkang di Parlimen iaitu Anwar Ibrahim.

Model ala perjanjian keyakinan dan pembekalan di Perak seperti peruntukan pembangunan kawasan dan jawatankuasa tindakan daerah yang melibatkan pembangkang dapat dikembangkan di peringkat persekutuan dengan membenarkan jawatankuasa pilihan khas parlimen untuk bersidang dan mengawasi tindakan kerajaan.

Perjanjian keyakinan dan pembekalan yang dijalinkan sewajibnya diumumkan kepada rakyat agar rakyat mengetahui apakah terma-terma dan reformasi-reformasi yang dipersetujui antara kerajaan dan pembangkang.

Kita mampu keluar dari pandemik ini dengan selamat sekiranya semua pihak bergabung tangan dan bekerjasama dengan jujur dan bersungguh-sungguh. – Bersih 2.0

National Operations Council 2.0 is not needed, reconvene and empower Parliament to fight Covid-19 collectively

The Coalition for Clean and Fair Elections (Bersih 2.0) refers to a statement by Dr Mahathir Mohamad, chair protem of the Pejuang party, who proposed to the Yang di-Pertuan Agong to set up a national operations council (NOC) to fight the Covid pandemic.

We would like to state that the NOC 2.0 is a proposal that will cripple the role of Parliament as a platform for policymaking. With the proclamation of the emergency, the role of this third branch of government was already crippled when Parliament and the parliamentary select committees were not allowed to sit during this period.

The most suitable platform to discuss the way forward for Malaysia to emerge from this epidemic and its socioeconomic impact on the people is to reconvene Parliament. In the current emergency period, all powers are centralised in the executive, and all actions and instructions from them cannot be checked effectively as there is no need for the executive to answer questions raised by elected representatives.

Bersih 2.0 previously issued several statements calling for Parliament to reconvene to restore its role as an oversight mechanism of the executive in dealing with Covid. The emergency proclamation did not succeed in lowering the daily Covid cases, resulting in the government announcing the third movement control order, which further affected negatively the national economy and the people. To repeat the same action by setting up an NOC 2.0 is regressive because once again power will be centralised in certain individuals without a system of checks and balances and without involving all parties.

NOC 2.0 is redundant because what is important now is to end the emergency immediately so that the government and the opposition can play their roles. All government programmes, such as the national Covid immunisation programme and the committees involved, such as the special committee on ensuring access to Covid vaccine supply, can be monitored and improved by the ideas emerging from parliamentary debates and the parliamentary select committees.

Bersih 2.0 calls on the federal government to immediately negotiate a confidence and supply agreement with the opposition with the aim of fighting the pandemic collectively and to stabilise the nation’s politics by making the necessary reforms and concessions. If the Perak state government under Menteri Besar Saarani Mohamad can achieve cooperation with the opposition in Perak under the leadership of Aziz Bari, what is stopping Prime Minister Mahiaddin Yasin from discussing it with the Opposition Leader Anwar Ibrahim?

Confidence and supply agreement-style models in Perak such as equal constituency development funds and district action committees involving the opposition could be developed at the federal level by allowing parliamentary select committees to sit and check government measures. The confidence and supply agreement should be announced publicly so that the people know the terms and reforms that have been agreed between the government and the opposition.

We can get out of this pandemic safely if all parties join hands and work together honestly and earnestly. – Bersih 2.0
