[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) sekali lagi ingin menyatakan penolakan kami kepada cadangan Dr Mahathir Mohamad yang ingin membentuk kerajaan perpaduan yang akan mengetepikan politik kepartian dan melantik yang terbaik dari semua parti ke dalam kabinet sekiranya beliau diberikan peluang sekali lagi menjadi PM.

Kerajaan perpaduan sedemikian yang mempunyai ahli daripada semua parti akan menafikan mandat yang diberikan kepada Pakatan Harapan (PH) pada pilihan raya umum 2018 dan dengan ini kami menyeru semua rakyat untuk menolak kerajaan sedemikian.

Walaupun motivasi cadangan tersebut mungkin baik melihatkan krisis politik dan ekonomi negara, Bersih 2.0 dalam kenyataan media sebelum inii jelas menolak cadangan sedemikian kerana ianya akan memberikan kuasa diktator kepada PM dengan tanpa pertanggungjawaban.

Walaubagaimanapun semangat keadilan dan penyesuaian antara bahkan antara musuh politik seharusnya dipupuk untuk kesejahteraan negara, dan bagi memastikan pelantikan yang bertanggungjawab, kabinet baharu perlu dibuat berdasarkan merit hanya daripada komponen parti kerajaan.

Parti Pembangkang seharusnya memainkan peranan penting untuk memastikan kerajaan bertanggungjawab dan mendesak polisi serta reformasi yang akan mengukuhkan institusi negara kita dan membawa kemakmuran kepada semua. Parti Pembangkang yang tidak bersetuju dengan agenda parti pemerintah atau ingin mengekalkan kebebasan mereka masih dapat menyumbang kepada kestabilan dengan komitmen mereka untuk menyokong kerajaan dengan undi percaya dan belanjawan (perbekalan tambahan).

Walauapapun kepimpinan dan komposisi kerajaan seterusnya, mereka harus memastikan sistem politik kita direformasikan untuk menyingkirkan sebab kebuntuan politik ini: iaitu sifat kalah jadi arang dalam sistem politik kita yang menyebabkan politikus berbunuhan sesama sendiri.

Menyingkirkan atau mengetepikan parti politik bukan penyelesaian kebuntuan politik ini. Penyelesainnya adalah memperbaiki sistem politik bagi membolehkan parti politik bertanggungjawab. Pilihan raya umum yang akan datang perlu dilawan dengan reformasi kuasa dan had penggal perdana menteri dan menteri besar/ketua menteri, kuasa Parlimen dan dewan undangan negeri, pembahagian kuasa antara persekutuan dan negeri, dan sistem pilihan raya yang membenarkan rakan gabungan bertanding sesama sendiri sekiranya mereka mahukannya.

Unity government is dictatorial; reform party system, not ditch it

The Coalition for Clean and Fair Elections (Bersih 2.0) expresses again our objection to Dr Mahathir Mohamad’s wish to form a unity government that puts aside partisan politics and appoints the best from all parties to in his cabinet should he be given another chance.

Such a unity government that comprises members from all parties would also nullify the mandate given to Pakatan Harapan (PH) by voters in the 2018 general election, and as such, we call on the people to reject such a government.

While the motivation for such a proposal may be noble given the political and economic crisis, Bersih 2.0 has in a recent statement clearly expressed our objection to such a notion as it would effectively give the PM dictatorial powers with no accountability.

Nonetheless, the spirit of fair play and accommodation among even political foes should be fostered for the good of the nation, and to ensure accountability, appointments to the new cabinet should be based on merit only from the governing component parties.

Parties in the Opposition should play their important role of holding the government accountable and push for policies and reforms that would strengthen our institutions and bring prosperity to all. Opposition parties that cannot sign up to the ruling coalition’s agenda or want to keep their independence may still contribute to stability with some “confidence and supply” deal with the ruling coalition, meaning their commitment to support the government on votes of confidence and the budget (supply bill).

Regardless of the leadership and composition of the next government, they should ensure our political system is reformed to remove the cause of this political impasse: the winner-takes-all nature of our political system that sends politicians out to cut each other’s throat.

Ditching or sidelining political parties is not the solution to the political impasse. Fixing the political system to enable responsible party politics is. The next general election should be fought with deep reforms in the power and term limits of the prime minister and chief ministers, the power of Parliament and state legislatures, the division of power between the federal and state governments, and the electoral system that allows even coalition partners to contest against each other if they choose to.
