Kerajaaan baharu Perak perlu layan pembangkang dengan lebih adil (Malay/English)

Negara kita sekali lagi dipersimpangan politik apabila Menteri Besar Perak Ahmad Faizal Azumu telah ditumbangan melalui undi tak percaya di Dewan Undangan Negeri Perak pada 4 Disember.

Sehubungan dengan itu, Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) sekali lagi menggesa agar kerajaan baharu yang bakal dibentuk untuk mengamalkan politik yang lebih matang dalam amalan pentadbiran mereka..

Bersih 2.0 menyeru supaya tidak kira gabungan mana pun yang membentuk kerajaan baharu Perak, kerajaan baharu ini harus bersikap lebih adil dan profesional terhadap pembangkang (tanpa mengira parti) bagi memupuk persaingan sihat antara parti dan membina demokrasi yang stabil.

Reformasi yang menguntungkan semua parti dalam jangka panjang malah harus menjadi pertimbangan utama dalam rundingan pembentukan kerajaan baharu. Perjanjian keyakinan dan pembekalan (confidence and supply agreement) antara kerajaan dan pembangkang boleh menjadi satu alat untuk mencapai permuafakatan antara parti.

Justeru, Bersih 2.0 mencadangkan tiga reformasi yang utama untuk bagi mewujudkan persaingan politik yang lebih sihat:

  • Peruntukan yang saksama untuk semua ahli dewan undangan negeri tanpa mengira parti politik pembangkang atau kerajaan
  • Penubuhan jawatan-jawatankuasa pilihan (select committees) untuk Dewan Undangan Negeri Perak agar 50 orang ahli dewan bukan-eksekutif kerajaan (government backbenchers) dan pembangkang boleh memainkan peranan yang lebih berkesan serta bernas dalam pembentukan dasar-dasar negeri dan pemantauan kepada perlaksanaan dasar-dasar ini
  • Tidak menjanjikan dan menjadikan jawatan-jawatan syarikat berkaitan kerajaan negeri sebagai hadiah kepada ahli dewan penyokong kerajaan tetapi jawatan tersebut perlu diisi dengan mereka yang berkelayakan dan berkebolehan.

Bersih 2.0 telah berulang kali menegaskan bahawa kestabilan politik boleh tercapai dalam dua bentuk iaitu secara kerajaan majoriti atau kerajaan minoriti dengan perjanjian keyakinan dan pembekalan.

Semua pihak harus berlapang dada dengan sebarang gabunga,n tetapi parti-parti dalam gabungan pemerintah yang baharu wajib mengumumkan perjanjian kerajaan gabungan atas dasar-dasar utama untuk mengelakkan pertingkahan yang tidak perlu pada masa depan.

Perak new government must treat opposition fairly

Our country is once again at a political crossroads when Perak Menteri Besar Ahmad Faizal Azumu was overthrown through a confidence vote in the Perak State Legislative Assembly on 4 December.

In this regard, the Coalition for Clean and Fair Elections (Bersih 2.0) urges the newly formed government to practise more mature politics during its administration.

Bersih 2.0 calls for the newly formed government to be fairer and professional towards the opposition (regardless of party) to foster healthy competition between parties and build a stable democracy.

Reforms that benefit all parties in the long run should be a major consideration in the negotiations for the formation of a new government. The confidence and supply agreement between the government and the opposition can be a tool to reach an agreement between the parties.

Therefore, Bersih 2.0 proposes three key reforms to create healthier political competition:

  • Fair allocations for all assembly members regardless of which political party they are in or whether they are in government or opposition
  • Establishment of select committees for the Perak State Legislative Assembly so that 50 backbenchers and the opposition can play an effective and thoughtful role in the formation of state policies and in the monitoring of the implementation of these policies
  • Must not include promises and must not make positions in state government-linked companies as gifts to government-supporting state assembly members; instead the positions need to be filled by those who are qualified and capable

Berish 2.0 has repeatedly asserted that political stability can be achieved in two forms, namely by a majority government or a minority government with a confidence and supply agreement.

All parties should be open-minded with any coalition, but the parties in the new ruling coalition must announce a coalition government agreement on key policies to avoid unnecessary quarrels in the future.

Bersih 2.0, I remember one of positive changes PH brought to governance was the giving of fair allocation to opposition wards then.
From the sound of your call, it appears that PN no longer does that.
If it is so, it means the backdoor PM is a real mean guy.
