[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) dengan sukacitanya melancarkan secara rasmi kempen Ketuanan Pengundi sempena Hari Demokrasi Antarabangsa pada 15 September.

Ketuanan Pengundi akan menjadi kempen utama yang akan kami bawa sehingga ke pilihan raya umum akan datang. Kempen ini bertujuan untuk membawa semula perbahasan di peringkat nasional agar mengutamakan kepentingan pengundi berbanding perkara lain.

Sejak pilihan raya umum 2018, kita telah menyaksikan peningkatan komplot politik antara parti dan ahli-ahli parlimen yang berpaling tadah selepas pilihan raya tersebut, permainan sentimen agama dan bangsa oleh ahli-ahli politik terhadap beberapa insiden, kejatuhan kerajaan Pakatan Harapan selepas 22 bulan disusuli kejatuhan enam kerajaan negeri selepas itu, percubaan terdesak kerajaan Mahiaddin Yasin untuk berpaut pada kuasa melalui penggantungan Parlimen dan deklarasi darurat, sehingga akhirnya peletakan jawatan Mahiaddin dan pelantikan Ismail Sabri Yaakob sebagai Perdana Menteri ketiga dalam tiga tahun.

Semua gerakan politikus ini, menafikan kebajikan serta hak rakyat dan kita hanya dapat menonton sahaja sementara ahli-ahli politik beradu kuasa walaupun Covid diluar kawalan dan jutaan kehilangan punca hidup akibat sekatan pergerakan yang berterusan.

Kini masanya rakyat menegaskan semula ketuanan kita dalam demokrasi berparlimen agar wakil rakyat mula bekerja untuk kita semula. Apabila kita membuang undi pada setiap pilihan raya, kita laksanakannya bukan sekadar tanggungjawab negara tetapi undi kita ada aspirasi terhadap masa depan yang lebih baik di mana kerajaan yang terpilih akan melaksanakan polisi yang lebih berkesan, agar impian kita dapat dicapai serta undang-undang yang akan melindungi dan berkhidmat kepada kita.

Melalui kajian dan libat urus bersama pemegang-pemegang taruh, Bersih 2.0 telah mengenalpasti kelemahan struktur dan halangan dalam sistem pilihan raya dan politik yang melemahkan hak pengundi, melumpuhkan institusi utama, memperkukuhkan eksekutif secara tidak adil sehingga mengetepikan pembangkang.

Kempen Ketuanan Pengundi membawa semua pembaharuan penting dalam enam tuntutan untuk memperkasakan hak pengundi dan meratakan padang permainan politik kepada semua parti.

Enam tuntutan itu adalah:

  • Jangan nafi undi kami (Isu: reformasi Suruhanjaya Pilihan Raya, Undi18, daftar pemilih automatik, peluasan undi tidak hadir kepada pengundi luar kawasan)
  • Hentikan lompat parti (Isu: pilihan raya pecat, peruntukan pembangunan kawasan yang saksama, reformasi pelantikan jawatan syarikat berkaitan kerajaan)
  • Jaminkan autonomi Parlimen (Isu: Kembalikan akta perkhidmatan parlimen, lebih banyak jawatankuasa pilihan khas parlimen, pindaan peraturan mesyuarat)
  • Hak kami untuk membantah (Isu: hak bersuara, berhimpun dan berpersatuan, Independent Police Complaints and Misconduct Commission)
  • Tolak undang-undang dua darjat (Isu: kesetaraan undang-undang, reformasi Pejabat Peguam Negara, Suruhanjaya Pencegah Rasuah Malaysia, Lembaga Hasil Dalam Negeri, reformasi lantikan pegawai utama kerajaan, kebebasan kehakiman)
  • Perkasakan suara pembayar cukai (Isu: galakkan demokrasi tempatan, belanjawan partisipatori, desentralisasi yang lebih baik)

Sebagai sebahagian daripada identiti enam tuntutan, kami akan menggunakan tanda isyarat tangan untuk nombor enam, bagi menunjukkan sokongan kepada tuntutan Ketuanan Pengundi serta solidatiti untuk mereka yang kelainan upaya. Untuk isyarat nombor enam, ibu jari akan bersentuhan dengan jari kelingking.

Bersih 2.0 juga akan menjalankan kempen media sosial dan jerayawara seluruh negara bagi meningkatkan kesedaran dan mendapatkan sokongan orang ramai. Pada bulan depan, kami akan melancarkan pertandingan mereka bentuk pelitup muka dan baju Ketuanan Pengundi di mana ia akan diangkat sebagai reka bentuk rasmi untuk cenderahati kami.

Kami akan terus bertemu dengan parti-parti politik untuk meyakinkan mereka supaya memasukkan semua reformasi-reformasi ini ke dalam manifesto pilihan raya mereka. Kami juga sukacita memaklumkan bahawa beberapa tuntutan kami telah pun menjadi sebahagian daripada Memorandum Persefahaman untuk tranformasi dan kestabilan politik yang baru ditandatangani. Kami akan memantau dengan dekat janji-janji mereka.

Untuk sebahagian kempen ini, kami akan bekerjasama dengan rakan-rakan pertubuhan masyarakat madani (CSO) untuk terus berkempen atas isu yang kami kongsi bersama. Kami akan menggunakan logo Ketuanan Pengundi dan tanda pagar #KetuananPengundi dan #HidupDemokrasi sebagai advokasi bersama ini.

Bersih 2.0 menyeru rakyat untuk menyokong enam tuntutan ini dengan mengkongsikan poster digital kami, dan berhubung dengan wakil rakyat mereka supaya menyokong tuntutan-tuntutan ini. #KetuananPengundi: a campaign to restore the supremacy of voters

The Coalition for Clean and Fair Elections (Bersih 2.0) is pleased to officially launch the Ketuanan Pengundi (supremacy of voters) campaign in conjunction with International Democracy Day on 15 September. This will be our overarching campaign that will take us into the next general election and aims to refocus the national conversation on prioritising the interests of voters above all else.

Since the 2018 general election, we have witnessed increased political machinations between the parties – defections by MPs right after that election, the playing up of racial and religious sentiments by politicians over several incidents, the collapse of the Pakatan Harapan government after 22 months, the subsequent collapse of six state governments, the desperate attempts of the Mahiaddin Yasin government to hold on to power through suspensions of Parliament and a declaration of a national emergency, and finally the Mahiaddin’s resignation and the appointment of Ismail Sabri Yaakob as the third prime minister in three years.

In all these manoeuvrings by the politicians, the wellbeing and legitimate rights of the people were sidelined, and we could only watch haplessly while the politicians jostled for power while Covid spiralled out of control and millions lost their livelihoods due the the endless lockdowns.

It is time for the people to reassert our supremacy in our parliamentary democracy so that our elected representatives begin to work for us. When we cast our votes at each election, we are not only doing our civic duty but along with our votes are our aspirations for a better future, where the elected government would implement better policies to help us realise our dreams and better laws to serve and protect us.

Through research and consultations with stakeholders, Bersih 2.0 has identified structural flaws and barriers in our political and electoral systems that weakened the rights of voters, emasculated key institutions, disproportionately empowered the executive and marginalised the opposition.

The Ketuanan Pengundi campaign brings together these important reforms in six demands to strengthen the rights of voters and level the political playing field for all parties.

The six demands are:

  • Don’t suppress our votes (Issues: the reform of the Election Commission, the lowering of the minimum voting age to 18, the introduction of automatic voter registration, the expansion of absentee voting to out-of-region voters)
  • Stop party defections (Issues: recall elections, equal constituency development fund allocations, the reform of the process of appointments to government-linked companies)
  • Make Parliament work (Issues: Restore the parliamentary services act, introduce more parliamentary special select committees, amend the standing orders)
  • It is our right to dissent (Issues: uphold freedom of expression, assembly and association, set up an independent politce complaints and misconduct commission)
  • Ensure no double standards (Issues: Uphold equality before the law; reform the Attorney General’s Chambers, the Malaysian Anti-Corruption Commission, the Inland Revenue Board, the process of appointments of key public officers; uphold the independence of the judiciary)
  • Give ratepayers a voice (Issues: promote local democracy at the local council level, introduce participatory budgeting, move to greater decentralisation)

As part of our identification with the six demands, we will be using the hand sign for the number six, to demonstrate our support for the Ketuanan Pengundi demands as well as to show solidarity with those who are mute. To sign the number six, take the thumb and touch the last finger.

Bersih 2.0 will be running a series of social media campaigns and a nationwide roadshow to create awareness and to seek the support of the public. In the coming month, we will also launch a competition to design the Ketuanan Pengundi face mask and T-shirt. We will adopt the winning designs as our official merchandise designs.

We will continue to engage with political parties to convince them to commit to these reforms in their election manifestos. We are also pleased to note that several of our demands are already part of the Memorandum of Understanding for transformation and political stability that was signed recently. We will closely monitor their fulfilment.

For some of the campaigns, we will collaborate with civil society partners to advocate for common issues we share. We will use the Ketuanan Pengundi logo and the hashtag #KetuananPengundi and #HidupDemokrasi in our joint advocacy.

Bersih 2.0 calls on the public to support our six demands by widely sharing our digital posters and materials and contacting their elected representatives to support these demands.
