Bersih 2.0 mengalukan peruntukan khusus kepada pembangkang (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) berterima kasih kepada perdana menteri kerana mendengar seruan kami untuk tidak mendiskriminasikan ahli parlimen pembangkang dan mengalukan peruntukan khusus berjumlah RM100,000 yang disalurkan kepada semua ahli parlimen pembangkang sebagaimana yang disahkan oleh Wong Chen berdasarkan surat yang beliau terima daripada Pejabat Perdana Menteri pada 30 Mac 2020.

Peruntukan ini membolehkan ahli parlimen pembangkang menyelesaikan keperluan rakyat di kawasan mereka, terutamanya ketika masa kritikal ini bagi menghadapi wabak koronavirus.

Walaubagaimanapun, peruntukan khusus kepada ahli parlimen kerajaan masih tidak diketahui lagi berapa jumlahnya.

Oleh itu, Bersih 2.0 ingin menekankan kembali seruan kami sebelum ini iaitu semua ahli parlimen perlu menerima jumlah dana yang sama tanpa mengira kepartian politik.

Bagi menyelesaikan isu peruntukan ahli parlimen ini, kami menggesa Perdana Menteri Muhyiddin Yassin untuk melembagakan reformasi dana pembangunan kawasan melalui undang-undang untuk menyelesaikan masalah ahli parlimen pembangkang menerima jumlah yang kurang daripada ahli parlimen kerajaan atau tidak mendapat langsung peruntukan.

Pertama, pengagihan dana pembangunan kawasan perlu standard dan sama untuk semua ahli parlimen. Pengundi di kawasan pembangkang tidak boleh dihukum kerana memilih ahli parlimen yang tidak selari dengan gabungan kerajaan.

Kedua, pengurusan dana pembangunan kawasan perlu diuruskan dengan garis panduan yang teliti, pemantauan dan audit, berbanding hanya berdasarkan budi bicara ahli parlimen. Ini akan mencegah salah guna kuasa, pembaziran dan korupsi serta memboleh pengundi memohon dana tersebut tanpa ada rasa terhutang budi kepada ahli parlimen .

Kami menyeru perdana menteri untuk menamatkan amalan diskriminatif terhadap wakil rakyat pembangkang dan menjadikan reformasi ini sebahagian daripada undang-undang sebelum mendapat balasan sekiranya menjadi pembangkang kelak.

Bersih 2.0 welcomes special allocation for opposition, calls for constituency development funds reform

The Coalition for Clean and Fair Elections (Bersih 2.0) thanks the prime minister for heeding our call not to discriminate against opposition MPs and welcomes the RM100,000 special allocation given to all opposition MPs, as confirmed by MP Wong Chen based on the letter received from the Prime Minister’s Office on 30 March 2020.

The allocation will greatly enable opposition MPs to address the needs of the people in their respective constituencies, especially during this critical time to cope with the coronavirus outbreak.

However, it is unknown how much special allocation has been given to government MPs.

Bersih 2.0 reiterates that all elected MPs should receive equal funding regardless of political partisanship.

To resolve the issue of allocations to MPs once and for all, we further call upon Prime Minister Muhyiddin Yassin to institutionalise the reform of the allocation of the constituency development funds by legal instrument to do away with the problem of opposition MPs often receiving none or less than government MPs.

First, the distribution of constituency development funds should be standard and equal among all elected MPs. Voters in opposition-held constituencies should not be penalised for electing MPs who are not aligned with the ruling coalition.

Second, the administration of constituency development funds should be governed by rigorous guidelines, monitoring and auditing, instead of solely based on the discretion of the MPs. This would help avoid abuse, wastage and corruption and allow voters to request funding without feeling personally obliged to the MPs.

We call upon the prime minister to end the discriminatory practice against opposition representatives and make these reforms statutory before getting a taste of their own medicine as the opposition.
