Bersih 2.0 lancarkan pemantauan bagi pilihan raya kecil Sungai Kandis

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih Dan Adil (Bersih 2.0) menyedari kepentingan pilihan raya kecil Sungai Kandis, memandangkan ianya merupakan pilihan raya kecil yang pertama di bawah kerajaan Pakatan Harapan.

Dalam pilihan raya umum 2018, jumlah yang membimbangkan bagi salah laku dan masalah dalam pelaksanaan pilihan raya oleh parti-parti yang bertanding telah dipantau dan dilaporkan. Sehingga kini, tiada ahli SPR yang bertanggungjawab ke atas masalah dalam menguruskan pilihan raya itu, dan enam orang pesuruhjaya masih kekal dalam Suruhanjaya Pilihan Raya (SPR). Oleh itu, kami masih bimbang akan integriti proses pilihan raya kecil Sungai Kandis yang bakal berlangsung.

Bersih 2.0 kekal dengan pendirian bahawa enam pesuruhjaya SPR perlu meletakkan jawatan bagi mengambil tanggungjawab ke atas penipuan dan kesilapan pengurusan dalam pilihan raya itu. Mereka seharusnya tidak lagi diberikan tanggungjawab untuk menjalankan sebarang pilihan raya dalam negara ini.

Kami menuntut pengurusan yang berpiawaian tinggi oleh SPR, Suruhanjaya Pencegahan Rasuah Malaysia (SPRM), calon-calon, parti-parti politik dan kerajaan PH di peringkat persekutuan mahupun negeri dalam pelaksanaan pilihan raya kecil di Sungai Kandis.

Kami menyeru semua pihak untuk memastikan pilihan raya kecil Sungai Kandis dijalankan secara bersih dan adil serta menetapkan penanda aras untuk pilihan raya akan datang.

Bersih 2.0 akan melancarkan misi pemerhatian bagi pilihan raya kecil Sungai Kandis untuk memantau pelaksanaan semua pihak yang terlibat dalam pilihan raya kecil tersebut bermula dari 21 Julai sehingga 4 Ogos dan memastikan pilihan raya tersebut dijalankan mengikut piawaian antarabangsa dan undang-undang berkaitan pilihan raya.

Bersih 2.0 menuntut:

  • agar SPR menjalankan tanggungjawab secara bebas dan tidak berpihak, termasuk mengambil tindakan ke atas individu atau parti yang melanggar undang-undang pilihan raya;
  • agar SPRM memantau dan mengambil tindakan terhadap salah laku pilihan raya berkaitan rasuah, pembelian undi, penjamuan dan pemberian hadiah serta penyalahgunaan jentera dan aset kerajaan;
  • agar calon-calon yang bertanding dan parti-parti politik sentiasa mematuhi undang-undang pilihan raya;
  • supaya kerajaan persekutuan mahupun kerajaan negeri mematuhi garis panduan kerajaan sementara oleh Bersih 2.0 (rujuk lampiran) semasa pilihan raya kecil tersebut berlangsung bagi memastikan padang perlawanan yang sama rata bagi semua calon bertanding.Kami akan menggerakkan pemerhati-pemerhati bebas, Pemantau, untuk memantau perjalanan pilihan raya kecil tersebut. Kami menyeru rakyat Malaysia, terutamanya pengundi di Sungai Kandis untuk memainkan peranan secara proaktif dalam melindungi integriti proses pilihan raya.

Secara khususnya, Pemantau akan membuat pemantauan bagi kategori salah laku dan masalah pilihan raya seperti berikut:

  • rasuah dan pembelian undi
  • penjamuan dan pemberian hadiah
  • bantuan dan pemberian tidak wajar oleh kerajaan
  • penggunaan jentera kerajaan dalam berkempen
  • perbelanjaan berlebihan atau majlis-majlis mewah
  • intimidasi, keganasan dan gangguan
  • sikap berat sebelah oleh institusi awam
  • masalah undi awal dan undi pos
  • masalah daftar pemilih
  • masalah ketika hari pengundian

Orang awam yang mempunyai maklumat mengenai penipuan dan salah laku pilihan raya sepanjang pilihan raya kecil Sungai Kandis digalakkan untuk membuat laporan atau aduan kepada Pemantau melalui :

Bersih 2.0 launches election observation of Sungai Kandis by-election

The Coalition for Clean and Fair Elections (Bersih 2.0) notes the significance of the upcoming Sungai Kandis by-election, as it is the first by-election under the new Pakatan Harapan (PH) government.

In the 2018 general election, a high incidence of election offences and misconduct by the contesting parties and the Electoral Commission were observed and reported. So far, no Electoral Cmmission members have taken accountability for their misconduct in managing the general election and six commissioners remain in office. Therefore, we remain concerned about the integrity of the electoral process in the upcoming Sungai Kandis by-election.

Bersih 2.0 maintains that the six commissioners should resign to take responsibility for the electoral fraud and mismanagement of the 2018 general election. They should not be given anymore responsibility tro run any elections in the country.

We demand high standards to be set by the Electoral Commission, the Malaysian Anti-Corruption Commission (MACC), candidates, political parties and PH federal and state governments in the Sungai Kandis by-election. We call on all quarters to make sure that the Sungai Kandis by-election will be conducted in a clean and fair manner and set the benchmark for future elections.

Bersih 2.0 will launch an election observation mission in the Sungai Kandis by-election to monitor the conduct of all players in the by-election from 21 July to 4 August and ensure that the by-election is run in accordance with international standards and election-related laws.

Bersih 2.0 demands that the:

  • Electoral Commission carry out its responsibilities impartially without fear or favour, including taking action againstindividuals or parties that violate election laws;
  • Malaysian Anti-Corruption Commission monitor and take action on election offences related to bribery, vote buying, treating and gifts and abuse of government machinery;
  • candidates and political parties comply with election laws at all times;
  • federal and state governments comply with Bersih 2.0’s guidelines for a caretaker government during the by-election to ensure a level playing field for all candidates.

We will mobilise independent election observers, Pemantau, to monitor the conduct of the by-election. We call upon Malaysians, especially voters in Sungai Kandis to play a proactive role in protecting the integrity of our electoral process.

Specifically, Pemantau will observe the by-election for the following categories of election offences and problems:

  • bribery and vote buying
  • treating and gifts
  • undue government handouts
  • use of government machinery in campaigning
  • excessive spending or lavish events
  • intimidation, violence and harassment
  • biased behaviour by public institutions
  • advance and postal voting problems
  • electoral roll problems
  • problems on polling day
