[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) membidas kegagalan kabinet Perdana Menteri Muhyiddin Yassin yang bermesyuarat pada 7 April 2021 untuk membuat keputusan memisahkan pelaksanaan penurunan had umur mengundi kepada 18 tahun dan pendaftaran pemilih secara automatik (automatic voter registration).

Berita yang dinanti-nanti oleh rakyat Malaysia selama seminggu tidak berlaku.

Bersih 2.0 mempersoalkan sama ada dua menteri kabinet iaitu Menteri Belia dan Sukan Reezal Merican dan Menteri Inovasi Khairy Jamaluddin benar-benar telah membentangkan cadangan ini kepada kabinet sepertimana yang mereka telah janji mengikut laporan media pada 31 Mac 2021.

Bersih 2.0 juga menuntut Takiyuddin Hassan untuk menyatakan pendirian beliau sebagai Menteri Undang-undang de facto dan pendirian Pas tentang pemisahan Undi18 dan pendaftaran pemilih secara automatic. Undi18 sudahpun boleh berkuatkuasa pada Ogos 2019 kalau bukan tuntutan Pas untuk melaksanakan kedua-duanya sekali. Jika Pas tidak takut akan undi anak muda, maka Takiyuddin harus menyokong cadangan Reezal dan Khairy untuk menguatkuasakan Undi18 serta-merta sementara menunggu kegendalaan pendaftaran pemilih secara automatik diatasi.

Dengan pemisahan ini, rakyat Malaysia yang telah mencapai umur 18 tahun dan ke atas dapat mendaftarkan diri sebagai pemilih dalam sebarang pilihan raya kecil, pilihan raya negeri atau pilihanraya persekutuan yang akan datang.

Sengaja melengahkan Undi18 adalah perbuatan keji untuk menghimpit pengundi muda dan hanya akan mengundang gelombang kemarahan anak muda seperti taktik keji undi Rabu semasa pilihan raya umum 2018.

Anak muda yang sedang dihambat dengan pelbagai isu pendidikan, ekonomi dan sosial tidak akan duduk diam dibuli oleh ahli-ahli politik munafik yang cuba melengahkan Undi18 sekarang, setelah meluluskan pindaan perlembagaan di Dewan Rakyat dengan sebulat suara pada 16 Julai 2019 tanpa sebarang kemusykilan ketika itu pasal kematangan anak muda.

Bersih 2.0 juga menuntut penubuhan satu jawatankuasa bebas yang terdiri daripada wakil parti kerajaan, pembangkang dan masyarakat sivil untuk menyiasat pelengahan penyiapan pendaftaran pemilih secara automatik kerana pengerusi Suruhanjaya Pilihan Raya (SPR) Abdul Ghani Salleh tanpa segan silu cuba menyembunyikan pengendalian pendaftaran pemilih secara automatik dan mengelirukan rakyat dengan berita palsu bahawa pelengahan ini disebabkan oleh perintah kawalan pergerakan.

Panel bebas ini perlu diberi kuasa untuk membuka fail dan mengemukakan informasi termasuk kontrak dan kos kerja-kerja penyediaan pendaftaran pemilih secara automatik, proses tender oleh SPR, alasan pelengahan dan tanggungjawab kontraktor, dan pampasan yang akan dibayar atas kegagalan mengikut jadual.

Dalih Abdul Ghani yang tidak masuk akal dan sengaja menyembunyikan masalah yang berlaku dalam pendaftaran pemilih secara automatik menggoyahkan keyakinan orang awam terhadap kompetensi, integriti atau kedua-duanya dalam kepimpinan beliau.

Pengerusi SPR digesa menjaga maruah beliau dengan meletak jawatan dan memberi jalan kepada pengganti yang lebih berupaya dan jujur.

Bersih 2.0 condemns cabinet’s refusal to separate the lowering of the voting age from automatic voter registration

The Coalition for Clean and Fair Elections (Bersih) condemns the failure of Prime Minister Muhyiddin Yassin’s cabinet, which met on 7 April, to decide to separate the implementation of lowering the voting age to 18 years and automatic voter registration. The good news that Malaysians have been waiting did not happen.

Bersih 2.0 questions whether the two cabinet ministers, Youth and Sports Minister Reezal Merican, and Innovation Khairy Jamaluddin had actually presented this proposal to the cabinet as promised, according to media reports on 31 March 2021.

Bersih 2.0 demands Takiyuddin Hassan to state his stand as the de facto law minister and Pas’ stand on the separation of the lowering of the voting age and automatic voter registration. The lower voting age could have already been enforced in August 2019 if not for Pas’ demand to implement both at the same time. If Pas is not afraid of the youth votes, then Takiyuddin should support Reezal and Khairy’s proposal to enforce the lowering of the voting age immediately while waiting for the automatic voter registration hurdle to be resolved.

With this separation, Malaysians who have reached the age of 18 and above can register as voters for any upcoming by-election, state election or federal election.

Deliberately delaying the lowering of the voting age to 18 is a despicable act to suppress youth voters and will only ignite waves of anger like the heinous tactic of fixing polling day for the 2018 general election on a Wednesday.

Youths, who are already hampered by various education, economic and social issues, will not sit idly by while being bullied by hypocrital politicians who are trying to delay the lowering of the voting age now – after approving the constitutional amendment in Parliament unanimously on 16 July 2019 without any doubt then of the maturity of the youth.

Bersih 2.0 also demands the establishment of an independent committee comprising representatives of government parties, opposition groups and civil society to investigate the delay in the completion of automatic voter registration, as Election Commission chair Abdul Ghani Salleh shamelessly tried to hide problems in the preparation work for automatic voter registration and mislead the people with fake news that the delay was due to the movement control order.

This independent panel should be authorised to open files and submit information including the contracts and costs of the preparation for automatic voter registration, the tender process by the Election Commission, the reasons for the delay and contractor responsibilities, and compensation for their failure to meet the schedule.

Abdul Ghani’s absurd and deliberate excuse of hiding the problems that took place in the automatic voter registration would undermine the public’s confidence in the competency or integrity, or both, of his leadership. The Election Commission chairman is urged to salvage his dignity by resigning to give way to a more competent and honest successor.
