Beri peruntukan pembangunan kawasan secara adil kepada semua ahli Parlimen (Malay/English)

[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mempersoalkan pembahagian peruntukan pembangunan kawasan yang meragukan oleh kerajaan Perikatan Nasional (PN) kepada ahli Parlimen pembangkang dan kerajaan.

Persoalan ini berikutan pendedahan oleh Ahli Parlimen Segambut Hannah Yeoh dan Ahli Parlimen Bagan Datuk Zahid Hamidi.

Untuk kes Hannah Yeoh, beliau mendakwa tidak lagi menerima peruntukan kawasan parlimen sebanyak RM3.8 juta selepas kerajaan PN naik melalui Langkah Sheraton. Peruntukan tersebut dibuat oleh bekas kerajaan persekutuan Pakatan Harapan (PH) yang sepatutnya diberikan kepada ahli Parlimen telah dipesongkan dan diberikan kepada ahli politik PN yang bukan wakil rakyat di Segambut.

Kes Zahid Hamidi pula menunjukkan tindakan yang lebih berat sebelah walaupun sesama ahli Parlimen yang menyokong kerajaan PN apabila beliau mendakwa ahli parlimen Umno hanya mendapat RM100,000 sahaja berbanding ahli parlimen PN yang mendapat RM3.7 juta.

Bersih 2.0 mengutuk penyaluran peruntukan pembangunan kawasan ini yang ternyata tidak profesional, adil dan bermotif politik.

Penyaluran peruntukan ini kepada individu yang tidak dipilih dalam pilihan raya tidak sepatutnya berlaku dan perlu dihentikan segera kerana tindakan ini adalah tidak telus dan bertanggungjawab dan merupakan satu penyelewengan kuasa. Individu atau ahli politik yang tidak dipilih itu tidak akan dipertanggungjawabkan di dalam dewan kerana tidak ada sebarang mekanisme untuk mereka berbuat demikian.

Peruntukan ini seharusnya disalurkan secara saksama kepada wakil rakyat yang dipilih dalam pilihan raya tanpa kira parti kerana mereka mewakili kepentingan rakyat di kawasan tersebut.

Tambahan pula, disebabkan darurat, ahli-ahli Parlimen ini tidak dapat mempersoalkan tindakan ini di dalam Dewan Rakyat kerana Parlimen telah digantung sehingga sekurang-kurangnya bulan Ogos.

Bersih 2.0 mencadangkan satu undang-undang peruntukan pembangunan kawasan digubal yang menjamin semua ahli Parlimen diberi layanan yang sama tanpa diskriminasi dan tidak diubah sewenang-wenangnya oleh kerajaan yang memerintah demi kepentingan politik.

Peruntukan pembangunan kawasan juga perlu diberikan dengan syarat dan mekanisme pemantauan yang ketat agar tidak ada ketirisan serta memastikan proses agihan peruntukan di kawasan masing-masing berjalan dengan telus serta berakauntabiliti. 

Bersih 2.0 sekali lagi ingin menegaskan bahawa untuk membawa kestabilan politik di Malaysia dan untuk negara memacu demokrasi yang lebih sihat serta bermakna, kerajaan perlu melakukan reformasi peruntukan pembangunan kawasan dengan memberikan peruntukan ini secara adil dan saksama kepada semua wakil rakyat tanpa melihat kepada kecenderungan parti.

Provide equal constituency development funds to all MPs

The Coalition for Clean and Fair Elections (Bersih 2.0) questions the unequal distribution of constituency development funds by the Perikatan Nasional (PN) government to opposition and government members of Parliament.

This is in reference to the revelation by Segambut MP Hannah Yeoh and Bagan Datuk MP Zahid Hamidi.

In the case of Hannah Yeoh, she claimed she no longer receive constituency development funds of RM3.8m after PN took over the government during the Sheraton Move. The fund was previously allocated by the Pakatan Harapan government to government MPs, but has now been diverted and given to unelected PN politicians in Segambut.

Zahid Hamidi revealed more discriminatory action even among fellow MPs who support the PN government when he claimed that Umno MPs only receive RM100,000 compared to PN MPs who receive RM3.7 million.

Bersih 2.0 condemns the unprofessional, unfair and politically motivated distribution of constituency development funds. The distribution of such funds to unelected politicians should not have taken place and should be stopped immediately as it is not transparent, it is unaccounted for and it is an abuse of power. The unelected individual or politician cannot be held accountable in Parliament as there is no mechanism for them to do so.

Constituency development funds should be channelled equally and directly to elected representatives, regardless of party affiliation as they represent the interests of the people in the constituency.

Furthermore, due to the emergency, MPs are unable to question the action in Parliament as it was suspended until at least in August.

Bersih 2.0 proposes a constituency development fund law to guarantee that all members of Parliament are given an equal allocation without discrimination, and this cannot be changed arbitrarily by the government of the day for their own political gain.

Constituency development funds should also be allocated with a strict monitoring mechanism so that there are no leakages, ensuring that the allocation distribution process in the respective area operates transparently and with full accountability.

Bersih 2.0 reiterates our stand that to bring political stability in Malaysia and for the country to have a healthier and meaningful democracy, the government needs to reform the system of constituency development funds by providing a fair and equal allocation to all elected representatives without looking at party affiliations.

Voters should not be punished for exercising their right and responsibility to cast their votes for any party. – Bersih 2.0 steering committee
