Petisyen: Tolak projek penambakan tiga pulau di selatan Pulau Pinang (BM/Eng)

[ENGLISH VERSION BELOW} Kumpulan nelayan, alam sekitar dan pertubuhan masyarakat sivil lain telah berkumpul kelmarin untuk melancarkan petisyen dalam talian versi Bahasa Malaysia kepada Perdana Menteri Dr Mahathir Mohamad menggesa beliau untuk menolak projek mega penambakan di Selatan Pulau Pinang (Penang South Reclamation – PSR) dan menyenaraikan 20 alasan kenapa projek ini perlu dibatalkan.

Laporan penilaian kepada kesan alam sekeliling (EIA) projek PSR sedang dipamerkan sehingga 28 Mei 2019. Beberapa pertubuhan telah menulis kepada Jabatan Alam Sekitar (JAS) supaya melanjutkan lagi tempoh pameran, dan pemberian ulasan bertulis sehingga akhir Julai 2019.

Memandangkan kesan dan akibat yang besar daripada PSR, lebih banyak publisiti untuk EIA diperlukan memandangkan ia adalah salah satu peluang bagi orang ramai dan komuniti yang terjejas untuk menyuarakan kebimbangan dan bantahan mereka terhadap projek itu.

Kami ingin menegaskan bahawa kesan penambakan di selatan Pulau Pinang akan melangkaui Pulau Pinang. Perikanan selatan Pulau Pinang amat penting bagi wilayah utara semenanjung memandangkan kawasan ini kaya dengan kawasan pembiakan bagi spesies ikan komersial, udang dan kerangan.

Projek penambakan ini yang melibatkan kewujudan tiga pulau buatan seluas 4,500 ekar akan menyebabkan kesan besar ke atas rantaian makanan marin dan industri perikanan di utara semenanjung akibat kehilangan kawasan kukup.

Jika pasir diperolehi daripada luar pantai Perak bagi aktiviti penambakan di Pulau Pinang, nelayan di Perak juga akan turut terjejas oleh kemusnahan zon benthic akibat operasi perlombongan pasir.

Malah pihak yang bertanggungjawab masih belum mengambil sebarang tindakan untuk memaklumkan kepada komuniti nelayan melangkaui negeri Pulau Pinang.

Kerajaan negeri Pulau Pinang telah mempromosikan semua manfaat projek penambakan di selatan Pulau Pinang tanpa mengemukakan sepenuhnya kesan negatif.

Petisyen di atas dihasilkan untuk membantah projek tambakan di Pulau Pinang. Dengan menyediakan 20 alasan bagi bantahan ini, pestisyen ini juga bertujuan meningkatkan kesedaran mengenai risiko, kos dan kesan negatif projek.

Sejak petisyen dilancarkan Jumaat lepas, 10 Mei 2019, ia telah mendapat hampir 12,000 tandatangan [sekarang lebih 20,000]. Ia juga menerima sokongan daripada 45 kumpulan yang disenaraikan di bawah.

Petition: Reject the three islands reclamation off southern Penang Island

Fishermen’s groups, environmental groups and other civil society organisations gathered in Penang yesterday to launch the Malay version of an online petition to Prime Minister Dr Mahathir Mohamad, urging him to to reject the Penang South Reclamation mega project, listing 20 reasons why the project should be cancelled.

The revised environmental impact assessment (EIA) report of the reclamation project is on display until 28 May 2019. Several groups have written to the Department of Environment to extend this display period, and submission of comments until the end of July 2019.

In view of the vast impacts and repercussions of the reclamation, more publicity is needed for the EIA as this is one of the opportunities for the public and affected communities to raise their concerns and objections to the project.

We would like to point out that the impacts of the southern reclamation will extend beyond Penang island. The fisheries south of Penang island is important for this region as the area is a rich breeding ground for commercial fish species, prawns and shellfish.

The reclamation, involving the creation of three artificial islands covering 4,500 acres, will have a massive impact on the marine food chain and the fishing industry in the northern region of the peninsula due to the total loss of mudflats here.

If sand is sourced off-shore from Perak for the reclamation activities in Penang, then fishermen in Perak will also be affected by the destruction of the benthic zone due to the sand-dredging operations. Yet, the responsible parties have not taken any action to inform these fishing communities beyond the state of Penang.

The Penang state government has touted all the benefits of Penang South Reclamation without fully presenting the negative impacts. The above petition was created to object to the reclamation. By providing 20 reasons for this objection, the petition is also aimed at raising awareness about the risks, costs and negative impacts of the project.

Since the petition was launched on last Friday, 10 May 2019, it has received more than 12,000 signatures [now more than 20,000]. It has also received the endorsement of 45 groups, listed below.
