[ENGLISH VERSION BELOW] Kami, selaku kumpulan masyarakat madani yang menandatangani kenyataan ini, mencadangkan sidang Parlimen kali ini harus membawa dan meluluskan sebuah usul bagi Jawatankuasa Dewan dan Jawatankuasa Peraturan Mesyuarat untuk mengkaji sekaligus mencadangkan pindaan peruntukan peraturan mesyuarat bagi membenarkan semua mesyuarat jawatankuasa Parlimen boleh dijalankan secara maya atau hibrid.

Proses pindaan peraturan mesyuarat ini juga perlu dilakukan secara libat urus dengan semua pemegang taruh secara telus and inklusif.

Pindaan ini adalah untuk memastikan semua jawatankuasa Parlimen dapat berfungsi dengan sepenuhnya tanpa kekangan peraturan mesyuarat ketika ancaman ganas wabak Covid kini dan juga masa depan. Ia akan memudahkan semua ahli Parlimen dan kakitangan Parlimen, terutamanya dari Sabah dan Sarawak, untuk terus menjalankan tanggungjawab mereka dalam jawatankuasa-jawatankuasa Parlimen.

Seperti dalam tuntutan kami sebelum ini, kami meminta supaya rancangan pelan pemulihan negara bukan sahaja dibentangkan oleh perdana menteri, tetapi diberikan seluas-luasnya ruang perbahasan dan pengundian kepada semua ahli Parlimen.

Perkara ini adalah supaya semua Ahli Parlimen dapat memberi cadangan dan kritikan bagi menambahbaik rancangan pemulihan dalam mencari penyelesaian terbaik menangani wabak Covid. Persetujuan ke atas pelan pemulihan negara dengan sokongan padu daripada semua ahli Parlimen melalui proses pengundian adalah amat penting kerana pengawalan wabak Covid dan pemulihan ekonomi memerlukan sokongan daripada semua pihak untuk ianya berjaya.

Kelulusan pelan pemulihan negara melalui pengundian oleh semua ahli Parlimen adalah amat penting supaya kerajaan Perikatan Nasional, terutamanya perdana menteri, mengambil sikap yang lebih serius dan bertanggungjawab terhadap perbahasan dan cadangan-cadangan daripada semua ahli Parlimen.

Justeru, perdana menteri perlu kekal berada di dalam dewan Parlimen untuk menjawab soalan-soalan dan mendengar cadangan-cadangan daripada ahli-ahli Parlimen serta tidak menghilangkan diri setelah membuat pembentangan seperti baru-baru ini.

Dalam demokrasi berparlimen, perdana menteri perlu bertanggungjawab kepada Parlimen. Kami mendesak perdana menteri sebagai ketua kerajaan untuk menghormati institusi Parlimen dan sekaligus mengamalkan prinsip kebertanggungjawaban terhadap Parlimen. Perdana menteri dan menteri-menteri yang lain perlu terus kekal berada di dalam dewan Parlimen untuk menjawab pelbagai persoalan yang bakal ditimbulkan bagi tempoh [Parlimen ini].

Kenyataan ini adalah inisiatif Komuniti Perintis untuk Parlimen Profesional, sebuah jaringan individu yang aktif dalam kumpulan masyarakat madani, badan pemikir dan akademia yang memperjuangkan sebuah Parlimen yang profesional bagi mewujudkan persaingan dasar yang sihat antara pelbagai parti.

Parliament needs to vote on national recovery plan and amend the standing orders to allow virtual or hybrid parliamentary committee meetings

We, the undersigned civil society groups, proposed that this parliamentary sitting should table and approve a motion for the House Committee and the Standing Orders Committee to review, then propose amendments to the provisions of the standing orders to allow all parliamentary committees meetings to be conducted virtually or using a hybrid model.

The process of amending the standing orders also needs to be done through engagement with all stakeholders in a transparent and inclusive manner.

This amendment is to ensure that all parliamentary committees are able to function fully without the constraints of the standing orders during the current and future dangerous threat of the Covid pandemic. It will facilitate all members of Parliament and staff of Parliament, especially from Sabah and Sarawak, to continue to carry out their responsibilities in parliamentary committees.

As in our previous demand, we request that the national recovery plan not only be tabled by the prime minister, but given the widest space for debate and voting to all MPs. This is so that all MPs can give suggestions and criticisms to improve the recovery plan in finding the best solution to deal with the Covid pandemic. Agreement on the plan with strong support from all MPs through the voting process is very important because the control of the Covid pandemic and economic recovery requires support from all parties for it to succeed.

The approval of the national recovery plan through voting by all MPs is crucial so that the Perikatan Nasional government, especially the prime minister, takes a more serious and responsible effort based on the debate and proposal of all MPs. Therefore, the prime minister must remain in the chamber of Parliament to answer questions and listen to suggestions from MPs and not disappear after making a presentation [like recently].

In a parliamentary democracy, a prime minister has to be accountable to Parliament. We urge the prime minister, as the head of the government, to respect the institution of Parliament and at the same time adopt the principle of accountability to Parliament. The prime minister and other ministers must remain in Parliament to answer various questions that will be raised over [this sitting].
