[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengutuk penggunaan sumber dan jentera kerajaan oleh kerajaan negeri Sabah untuk berkempen dan membuat janji kepada pengundi di Sandakan – kerana ia adalah pengaruh tidak wajar serta salah guna aset kerajaan untuk tujuan politik, dan dalam kes ini untuk mendapat undi dalam pilihan raya kecil P186 Sandakan.

Dalam satu perkongsian video oleh setiausaha politik Ketua Menteri Sabah, Jo Anna Rampas, di Instagram, beliau menunjukkan satu kumpulan kempen Parti Warisan Sabah (Warisan) yang menuju ke Pulau Berhala dengan menaiki bot polis dan dipandu oleh anggota polis.

Ini adalah satu penyalahgunaan jentera kerajaan untuk berkempen dan tidak sepatutnya berlaku dalam suasana Malaysia baharu dan Sabah baharu.

Apakah akan terjadi sekiranya bot tersebut diperlukan untuk isu penyelamatan atau isu keselamatan bagi mempertahankan rakyat di perairan Sandakan? Banyak kejadian tidak terduga boleh berlaku sekiranya bot polis digunakan tanpa justifikasi yang jelas seperti penggunaannya untuk kempen pilihan raya. Carian Pemantau Bersih 2.0 di Instagram Jo Anna Rampas mendapati video tersebut telah dipadamkan dari Instagram beliau.

Selain itu, menurut laporan daripada portal berita Sabah News Today yang bertajuk “Teliti status Kampung Forest, Jalan Buli Sim-Sim: Ketua Menteri”, laporan tersebut menyatakan Ketua Menteri Sabah Shafie Apdal telah mengarahkan Menteri Perumahan dan Kerajaan Tempatan Jaujan Sambakong untuk meneliti status tanah perkampungan Kampung Forest dan akan memberikan geran sekiranya layak agar kemudahan kampung dapat disediakan.

Arahan yang dikeluarkan ini mungkin akan memberikan pengaruh tidak wajar kepada pengundi di Sandakan untuk mengundi parti yang mewakili kerajaan negeri hari ini iaitu DAP. Walaupun kami memahami tugas Shafie Apdal memerlukan beliau turun ke lapangan dan menyelesaikan permasalahan yang dihadapi rakyat seperti isu tanah, sampah dan sebagainya, namun banyak persoalan boleh ditimbulkan seperti mengapa baru sekarang dan ketika proses kempen pilihan raya kecil Sandakan sedang berjalan?

Oleh itu, Bersih 2.0 sekali lagi ingin mengingatkan semua pihak agar berkempen dengan etika kempen yang bersih dan adil serta tidak menyalahgunakan sumber kerajaan untuk tujuan politik.

Bersih 2.0 ingin mengingatkan agar semua pihak untuk berpegang kepada Artikel 3(3) dan 4(1) Deklarasi Inter-Parlimentary Union(IPU) berkenaan penggunaan jentera kerajaan untuk aktiviti pilihan raya. Deklarasi tersebut menyatakan:

“States should take necessary legislative steps and other measures, in accordance with their constitutional processes, to guarantee the rights and institutions framework for periodic and genuine, free and fair elections, in accordance with their obligations under international law. In particular, States should ensure the SEPARATION of party and State.”

Do not abuse government resources for political campaigns

The Coalition for Clean and Fair Elections (Bersih 2.0) condemns the use of government resources and machinery by the Sabah state government to campaign and make promises to voters in the Sandakan by-election, as it is undue influence and abuse of government assets for political purposes.

In a video shared by the Sabah chief minister’s political secretary, Jo Anna Rampas, in her Instagram, a group of Sabah Heritage Party (Warisan) campaigners were heading to Pulau Berhala on a police boat piloted by police personnel. This is an abuse of government machinery to campaign and should not have happened in the new Malaysia and the new Sabah.

What would happen if the boat is needed for rescue or safety purposes to safeguard the people in Sandakan waters? Many unexpected events might occur if police boats are used without clear justification, such as for election campaigns. Bersih 2.0 observers later found that the video was deleted from Jo Anna Rampas’ Instagram.

In addition, according to a new report from Sabah News Today portal titled “Teliti status Kampung Forest, Jalan Buli Sim-Sim: Ketua Menteri” (Chief Minister: Scrutinise the status of Kampung Forest, Jalan Buli Sim-Sim), Sabah Chief Minister Shafie Apdal has instructed the Minister of Housing and Local Government Jaujan Sambakong to check the land status of Kampung Forest and issue grants (title deeds) if eligible so that facilities can be provided for the village.

This instruction could be undue influence to the voters in Sandakan to vote for the party representing the state government of the day, that is DAP.

Although we understand that Shafie Apdal’s role is to solve problems faced by the people, such as those related to land, waste issues, etc, questions must be raised as to why now and during the Sandakan by-election?

Therefore, Bersih 2.0 reminds all parties to campaign with ethics and do not abuse government resources for political purposes. Bersih 2.0 also reminds all parties to adhere to Article 3(3) and 4(1) of the Inter-Parliamentary Union (IPU) declaration on the use of government machinery for election activities. The declaration says:

“States should take necessary legislative steps and other measures, in accordance with their constitutional processes, to guarantee the rights and institutions framework for periodic and genuine, free and fair elections, in accordance with their obligations under international law.
