[ENGLISH VERSION BELOW] Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) mengalu-alukan berita bahawa naib-presiden Umno Mohamed Khaled Nordin dan ahli majlis tertinggi Umno Razlan Rafii yang telah meletakkan jawatan sebagai pengerusi Boustead Holdings dan ahli lembaga pengarah Lembaga Tabung Angkatan Tentera (LTAT).

Walaupun peletakan jawatan kedua-dua ahli politik Umno ini mungkin adalah tindakan protes terhadap kerajaan Perikatan Nasional (PN), kami berpandangan protes ini akan menjadi sia-sia sekiranya kekosongan tersebut terus digunakan pula oleh PN untuk memenangi hati penyokong yang berpotensi untuk mengekalkan kuasa walaupun sebagai kerajaan minoriti.

Jawatan di syarikat berkaitan kerajaan (GLC) telah sekian lama digunakan oleh kerajaan memerintah dan paling ketara dipergunakan oleh PN sebagai alat politik untuk menguatkan kuasa mereka dengan menghalang wakil rakyat berpaling tadah. Tindakan sebegini memberi kesan buruk terhadap kestabilan politik Malaysia dengan kerajaan persekutuan dan beberapa kerajaan negeri runtuh akibat Langkah Sheraton.

Penyalahgunaan GLC serta penaungan politik akan menjadi benih korupsi dan kronisme, yang menyebabkan kurangnya keberkesanan fungsi GLC akibat lantikan perjawatan GLC bukan berdasarkan merit, sebagaimana kes bekas pengerusi Prasarana Tajuddin Abdul Rahman.

Kami menggesa kerajaan PN untuk berhenti menyalahgunakan jawatan GLC sebagai balasan untuk memenangi sokongan politik dan menguatkan kuasa. Kerajaan PN tidak wajar mempergunakan jawatan di Boustead dan LTAT untuk memancing sokongan dan mengisi kekosongan tersebut dengan penyokong mereka.

Sebaliknya, kerajaan PN perlu memperkenalkan undang-undang bagi pelantikan GLC yang akan menggariskan proses pelantikan jawatan GLC yang bersesuaian bagi menjamin keadilan, ketelusan dan berdasarkan merit. Pelantikan GLC perlu ditapis oleh jawatankuasa pilihan khas parlimen yang dwi-partisan untuk memastikan pelantikan GLC dibuat berdasarkan merit dan bukannya kepentingan mana-mana parti.

Undang-undang GLC yang baharu perlu untuk melarang wakil rakyat sama ada ahli parlimen atau ahli dewan undangan negeri daripada dilantik ke dalam GLC bagi mencegah konflik kepentingan antara tanggungjawab mereka sebagai wakil rakyat yang akan mengawasi tindakan kerajaan melantik lembaga pengarah GLC. Undang-undang ini juga perlu memastikan semua GLC untuk lebih terbuka dan mendedahkan maklumat penting antara lain seperti pelantikan pengerusi, pengarah, dan gaji mereka melalui laporan berkala.

Kami justeru mengajak Umno dan semua parti politik yang lain untuk menuntut dan menyokong pembaharuan pelantikan GLC bagi meratakan padang permainan politik dan mengawal kuasa kerajaan untuk memanipulasikan GLC sebagai alat politik. Pembaharuan ini akan menjamin GLC dikendalikan oleh calon yang berkelayakan, profesional dan kompeten yang akan menempa kecemerlangan dan bekerja untuk kepentingan awam. – Bersih 2.0

Stop using GLC as political tools, reform GLC appointments process

The Coalition for Clean and Fair Elections (Bersih 2.0) welcomes the news that both Umno vice-president Mohamed Khaled Nordin and Umno supreme council member Razlan Rafii are resigning as chairman of Boustead Holdings and board member of Lembaga Tabung Angkatan Tentera (LTAT) respectively.

While the resignation of the two Umno politicians may be an act of protest again the Perikatan Nasional government, we are afraid their protest will be futile as the vacancy that they left behind will be quickly used by the PN government to win over other potential supporters to hold on to power while being a minority government.

Positions of government-linked corporations (GLCs) have long been used by the government of the day and most rampantly by Perikatan Nasional as political tools to consolidate their power and induce crossovers of elected representatives. This has had disastrous impacts on the stability of Malaysian politics with the collapse of the federal government and several state governments after the Sheraton move.

Such abuse of GLCs and political patronage breeds corruption and cronyism, often at the expense of the effective functioning of the GLCs with appointments to GLC positions not based on merit, as in the case of former Prasarana chairman Tajuddin Abdul Rahman.

We call on the PN government to stop abusing GLC positions as bargaining chips to win political support and consolidate its power. The PN government must not use the position in Boustead and LTAT to fish for political support and fill the positions with its supporters again.

Instead, the PN government should introduce a GLC appointment law that will institute proper processes of appointments to GLC positions and ensure fairness, transparency and meritocracy. GLC appointments should be screened by bipartisan parliamentary select committees to ensure these appointments are based on merit and not partisan interests.

The new GLC law should also explicitly ban elected representatives, whether members of parliament or state assembly members, from being appointed to positions in GLCs to prevent a conflict of interest between their role as lawmakers to provide oversight to the government, which makes appointments to GLC. The law should also compel all GLCs to enhance disclosure and transparency through periodic reports that should include important information such as appointments of chairpersons and directors and their remuneration.

We therefore implore Umno and all other political parties to demand and support such reforms of the process of GLC appointments to even the playing field in politics and take away the power of the incumbent government to abuse GLCs as a political tool for manipulation. Such reforms will also ensure GLCs are helmed by qualified, professional and competent candidates who will strive for excellence and work for the public interest. – Bersih 2.0
