Adakan sidang Parlimen segera untuk usul undi percaya (Malay/English)

[ENGLISH VERSION BELOW] Kami, selaku kumpulan masyarakat madani yang menandatangani kenyataan ini, memerhati dengan dekat perkembangan berkaitan sidang Parlimen dan politik semasa termasuk perutusan khas oleh Perdana Menteri kelmarin.

Kami menggesa supaya Dewan Rakyat bersidang dengan segera dan bukan dalam bulan September, untuk memberi laluan kepada sebuah usul percaya mahupun usul tidak percaya terhadap Perdana Menteri Mahiaddin Yasin bagi membuktikan keabsahan kepimpinannya.

Namun, jika usul undi percaya terhadap Mahiaddin gagal kali ini, sepatutnya seorang Ahli Parlimen perlu mengemukakan sebuah usul percaya kepada calon perdana menteri yang lain. Ketidaktentuan dan ketidakstabilan politik tidak boleh dipanjangkan sehingga bulan September.

Penutupan Parlimen selama dua minggu seperti yang dicadangkan oleh ketua pengarah Kementerian Kesihatan adalah tidak logik dan tidak munasabah sedangkan kebanyakan tempat-tempat yang terdapat penularan wabak Covid terus boleh dibuka selepas beberapa hari dinyah cemar. Kami menyarankan untuk dipanggil sebuah mesyuarat khas Dewan Rakyat diadakan dalam masa seminggu selepas perutusan khas perdana menteri kelmarin.

Penundaan sidang Parlimen sehingga ke bulan September untuk usul percaya diundi hanya akan memberi masa dan menyemarakkan kegiatan mendapatkan sokongan ahli-ahli Parlimen dengan melompat parti melalui pelbagai ugutan, jawatan dan imbuhan sebelum sesi Parlimen bulan September. Ia juga mungkin membolehkan kerajaan Perikatan Nasional menggunakan kuasa kerajaan untuk menindas atau menyekat mereka yang mungkin mengundi tidak sokong usul percaya terhadapnya.

Dalam mesyuarat Parlimen yang akan datang, Yang Di-Pertua Dewan Rakyat tidak boleh lagi menolak usul percaya atau tidak percaya yang dikemukakan oleh mana-mana Ahli Parlimen terhadap perdana menteri daripada dibentangkan dalam mesyuarat Parlimen pada 26-29 Julai, yang mana menjadi punca krisis perlembagaan yang dihadapi negara terus berpanjangan dan tidak selesai sehingga kini. Yang di-Pertua dan timbalan-timbalannya mestilah menjalankan tugas mereka sebagai pegawai kepada Parlimen, bukan jurucakap untuk perdana menteri.

Jika penutupan Parlimen sekarang atas alasan wabak Covid, apakah jaminan untuk ketua pengarah Kementerian Kesihatan tidak akan menggunakan alasan sama pada bulan September nanti? Alasan penularan wabak Covid tidak patut lagi digunakan untuk mengelakkan sidang Parlimen yang amat penting ini, sama ada diadakan dalam masa terdekat ataupun pada bulan September.

Kementerian Kesihatan perlu bertindak secara profesional, bertanggungjawab, tidak partisan dan bebas daripada diperalatkan untuk kepentingan politik mana-mana pihak. Segala usaha perlu dilakukan oleh Kementerian Kesihatan untuk membolehkan mesyuarat Parlimen dapat diadakan. Mereka yang menyalahgunakan kuasa perlu diambil tindakan oleh kerajaan sekarang atau kerajaan yang baru jika usul percaya terhadap Mahiaddin ditolak dalam Parlimen.

Kenyataan ini adalah inisiatif Komuniti Perintis untuk Parlimen Profesional, sebuah jaringan individu yang aktif dalam kumpulan masyarakat madani, badan pemikir dan akademia yang memperjuangkan sebuah Parlimen yang profesional bagi mewujudkan persaingan dasar yang sihat antara pelbagai parti.

Hold parliamentary meeting on motion of confidence immediately, not in September

We, the undersigned civil society groups, closely observe the current parliamentary sittings and political developments, including the special announcement by the Prime Minister yesterday.

We urge the Dewan Rakyat to reconvene a special meeting immediately, not in September, to vote on motions of confidence or motions of no confidence against Prime Minister Mahiaddin Yasin to prove the legitimacy of his leadership. If the motion of confidence for Mahiaddin is defeated this time, MPs should be allowed to table motions of confidence for other prime ministerial candidates. Political uncertainty and instability in the country should not be prolonged until September.

The closure of Parliament for two weeks as proposed by the director general of the Ministry of Health is illogical and unreasonable as most of the places where there is an outbreak of Covid can reopen in a few days after sanitation. We recommend that a special meeting of the Dewan Rakyat be convened within a week after the prime minister’s special announcement yesterday.

The adjournment of the Parliamentary meeting until September on the motion of confidence will only allow more time and spur activities for MPs to ‘hop party’ through various means of threats, positions and money before the September parliamentary meeting. It may also allow the Perikatan Nasional government to use government power to suppress or block those who might not support the motion of confidence in the government.

In the next meeting of Parliament, the Speaker of the Dewan Rakyat should not reject motions of confidence or no-confidence submitted by any MP against the Prime Minister, like what happened in the last meeting on 26-29 July, which led to the constitutional crisis being prolonged and remaining unresolved till now. The Speaker and his deputies must discharge their duties as officers to the Parliament, not as spokepersons of the prime minister.

If the current closure of Parliament can be justified on the basis of the Covid outbreak, what is the guarantee that the health director general will not use the same reason in September? The Covid outbreak should no longer be used to prevent this extremely important parliamentary meeting, whether held in the near future or in September.

The Ministry of Health must act professionally, responsibly, in a non-partisan manner and avoid being abused by any party for their political gain. The Ministry of Health must make all efforts to enable parliamentary meetings to take place. Those who abuse power need to have action taken against them by the current government – or by the new government, if the motion of confidence in Mahiaddin is rejected in Parliament.
