Kartun ‘Lawak & Lawan’ Zunar protes Akta Mesin Cetak

Dalam buku kartun terbarunya “Lawak & Lawan”, Zunar telah memadamkan nama pencetak di dalamnya sebagai tanda protes.

Buku kartun terbaru saya, Lawak & Lawan dihasilkan untuk memprotes Akta Mesin Cetak dan Penerbitan 1984 (PPPA). Antara yang terkandung di dalam akta ini di bawah Syeksyen 11 (2) mensyaratkan nama kilang pencetak dicetak di dalam setiap bahan penerbitan. Kegagalan mematuhi boleh dihukum penjara tidak lebih dari satu tahun serta denda tidak melebihi RM5000 atau kedua-duanya.

Sebelum ini saya sentiasa mematuhi akta ini dengan mencetak nama pencetak di dalam buku-buku saya. Tetapi apa yang berlaku, kilang-kilang cetak berkenaan sering diserbu pihak berkuasa. Sebaga contoh, pada 2009, kilang yang mencetak buku Gedung Kartun diserbu pegawai-pegawai KDN. Pada 2010 pula kilang yang mencetak buku “Cartoon-O-Phobia” diserbu 20 orang anggota polis. Di dalam serbuan, mereka menggeledah dan merampas plat pencetakan.

Ada laporan bahawa mereka diugut lesen akan ditarik balik sekiranya mencetak buku-buku saya di masa akan datang. Ada pula laporan pegawai-pegawai berkenaan meminta wang dari mereka. Tindakan pihak pemerintah ini menakutkan pihak pencetak untuk mencetak buku-buku saya.

Untuk buku sebelum ini, “1 Moolaysia” saya terpaksa membuat carian sehingga tiga bulan, mencari seluruh Kuala Lumpur, Selangor, Seremban dan Pulau Pinang barulah menemui kilang pencetak yang berani mencetak buku saya.

Rentetan ini membuktikan syarat mencetak nama pencetak menurut PPPA digunakan oleh pihak kerajaan bukan untuk tujuan mengawal tetapi untuk menyekat kebebasan bersuara dengan ‘membunuh’ buku-buku dan bahan-bahan bercetak yang mengritik pihak pemerintah.

Kerana itu, untuk buku terbaru “Lawak & Lawan” saya memadamkan nama pencetak di dalamnya sebagai tanda protes. Saya tahu tindakan ini bertentangan dengan undang-undang, namun saya mempunyai tanggungjawab moral untuk melawan undang-undang zalim seperti PPPA.

Latar belakang:

Kartun-kartun Zunar membongkar isu pembunuhan Altantuya, skandal Scorpene, penipuan pilihanraya, rasuah, kezaliman, salahguna kuasa dan pembaziran wang rakyat oleh pihak pemerintah Malaysia.

Enam buah buku kartun Zunar diharamkan oleh kerajaan Malaysia atas dakwaan “kandungannya boleh mempengaruhi orang ramai untuk merusuh terhadap kerajaan.”

Zunar ditangkap pada Disember 2010 di bawah Akta Hasutan atas tuduhan menerbitkan buku kartun yang menghasut.

Zunar adalah penerima anugerah “”Courage in Editorial Cartoon” dari Rangkaian Hak Asasi Kartunis Antarabangsa, Washington DC pada tahun 2011.

My latest cartoon book, Lawak & Lawan (Fun & Fight), is produced to protest the Printing Presses and Publications Act 1984 (PPPA). This Act under section, 11 (2) requires the name of the printer to be printed in each publication. Failure to comply can be punished with imprisonment not exceeding one year and a fine not exceeding RM5000 or both.

Before this I have always complied with the requirements of the Act to include the name of the printer in my books. What happens from that is that the printers, often times, get raided by the authorities. For example, back in 2009, the printer who printed “Gedung Kartun” was raided by the Home Ministry officials. In 2010, the printer who printed “Cartoon-O-Phobia” was raided by 20 policemen. In the raid, they searched the place and seized the printing plates.

It was reported that the printers were threatened that their licences would be revoked if they continue printing my books in the future. There were also reports of these ministry officers demanding money. The actions by the government had instilled fear in the printers of printing my books.

For the book prior to this, “1 Moolaysia”, I had to search around Kuala Lumpur, Selangor, Seremban and Penang for theree months before I finally found a brave printer who was willing to print my books.

These events proved that the requirement by the PPPA to include the printer’s name in books is used by the government not for the purpose of controlling but more for restricting freedom of speech by ‘killing’ books and printed materials that are critical of the BN government.

Due to that, I have deleted the name of the printer in my new book “Lawak & Lawan” as a protest. I know this would be contrary to the law, but I have a moral obligation to fight against draconian laws such as the PPPA.

I am ready to face legal risk for my action.

I also know that, as a result, this book will be tough to sell since it cannot be sold in public premises, but I am also willing to bear that risk.

Zunar was arrested on the 24 September 2010 under the Sedition Act for allegedly publishing a ‘seditious’ cartoon book.

Zunar was the recipient of the “Courage in Editorial Cartoon” from the Cartoonist Rights Network International, Washington DC in 2011.
