There is an over-emphasis on economic incentives and “market discipline” in the health care financing scheme proposed by Australian consultant Karl Karol, points out Jeyakumar Devaraj. Instead of going down Karol's path, the government should improve state-run hospitals, which have been undermined by the promotion of for-profit private hospitals since the 1980s.
